Ukrainian Evacuee Temporary Health Benefits Program
As per Benefact 1020, March 2022, the Ukrainian Evacuee Temporary Health Benefits Program (UETHBP) was introduced to provide temporary health coverage to Ukrainian evacuees under the Alberta Health Care Insurance Plan (AHCIP) and Hospital Benefits Plan.
As of May 2, 2022, Ukrainian evacuees, regardless of their UETHBP status, are able to access emergency health benefit coverage for medications, dental and optical services through the Alberta Supports Contact Center (ASCC) and Income Supports Contact Center (ISCC).
Starting May 16, 2022, if a Ukrainian evacuee presents to your pharmacy with an active prescription, please direct them to contact the ASCC or ISCC for an EMP 1976 Drug Authorization voucher to support medication dispensing and claim payment for the pharmacy. Any medications dispensed after May 15, 2022, without a 1976 Drug Authorization voucher will not be reimbursed.

Healthcare supports and resources for Ukrainian evacuees
Alberta Health Services has a strong history of providing health and mental health support to all newcomers who arrive in Alberta, and the situation with those from Ukraine is no different. We are here to help.
We have a variety of important health and mental health resources available to evacuees arriving from Ukraine. To make this information more accessible, we have compiled the attached information package to help evacuees identify and access the healthcare supports they need, and we have translated the package into both Ukrainian and Russian languages.
As a partner in our community who works directly to support evacuees from Ukraine, we ask that you please share this information package with those who come to you for support.
Inside this package you will also find a printable poster with QR codes that direct to our online resources (see p.4). We ask you to please display this poster in high-visibility areas so you can help share and promote important health information and resources to ensure more evacuees are aware of the supports we offer here at AHS.
We’re also seeking your advice through this survey to help us identify the information on healthcare programs and services an evacuee may need. We are aware that the healthcare system can be difficult to navigate, especially for a newcomer. As a key stakeholder in their care, your feedback will help us to remove barriers and improve our processes so that we can better support you and the people you care for.
By working closely with the Government of Alberta and other partner agencies like yourselves, AHS will ensure all evacuees can access health and other supportive services that will help evacuees settle and thrive in our province.

In response to the developing humanitarian crisis in Ukraine, the Government of Canada has announced that Canada is welcoming an unlimited number of Ukrainians. Immigration, Refugees and Citizenship Canada (IRCC) is introducing new immigration streams for Ukrainians who want to come to Canada temporarily or permanently.
To support the Ukrainian newcomers, Service Canada, through their Community Outreach and Liaison Service (COLS), can provide information and assistance to newcomers and community partners, to enable Ukrainian clients to access Government of Canada services and benefits.

Included in the handout is the Service Canada Outreach Support Centre toll-free number. This service provides assistance for clients with no computer or Internet access, or facing other barriers to accessing services.

- Customized presentations for your organization’s staff/volunteers to provide them with information on Service Canada programs and benefits, and how to access them
- Tailored presentations for your Ukrainian newcomer clients, to provide them with information on Government of Canada services and benefits that they may be eligible for, and how to access them (e.g. Social Insurance Number, Canada Child Benefit, Foreign Credentials Recognition Program and Job Bank)
- Social Insurance Number (SIN) clinics (virtual or in person where possible)
- Clinics to assist clients with completion of the SIN application and to process the applications
